The government is taking another step forward to prevent the malpractice by private engineering college managements in the filling of engineering seats. The Education Department is now prepared to conduct spot admissions for the remaining B.Tech seats under the convener quota after the internal sliding process. In a recent high-level meeting, officials thoroughly discussed this, and it seems that only Chief Minister Revanth Reddy’s approval is pending. This move comes after the government itself took charge of the internal sliding process this time, putting a check on the malpractice of seat blocking by several engineering colleges. Now, with this latest measure, it is believed that the management of colleges selling seats will face a significant obstacle.
Here’s what used to happen:
In private engineering colleges, 70% of the total seats are convener quota seats, while the remaining 30% are called B-category seats. The convener quota seats are filled through counseling. However, after three phases of counseling, an internal sliding process is conducted. Until last academic year, this process was also handled by the colleges themselves. This allowed them to block certain high-demand seats and keep some seats available for students. During the subsequent spot admissions, these blocked seats were sold for up to ₹1 lakh each.
However, as we know, this time the government has also taken charge of the internal sliding process, putting a check on the colleges blocking the seats. Moreover, the government’s latest plan is to also conduct the spot counseling for the remaining convener quota seats. Recently, high-level officials met and discussed the feasibility of this. According to GO 74, the managements themselves are supposed to conduct spot admissions. However, since these are convener quota seats, the Education Department is of the opinion that there shouldn’t be any legal issues with them taking over this process.
However, certain aspects still need to be finalized, such as whether only students who did not secure seats in previous rounds of counseling should be allowed for spot counseling, or if it should be open to all those who qualified in the EAMCET. There’s also a question of whether just passing the intermediate exams should be sufficient for eligibility. It is noted that students admitted with just intermediate marks may not be eligible for fee reimbursement. On August 24, students who participated in the sliding process will be allocated branches. They have until the 25th to join their new branches. After that, spot admissions will be conducted, and a decision will be made after discussing with the Chief Minister. According to Education Department sources, a final decision is expected in the next two to three days. After the final round of counseling, 11,836 B.Tech seats remained under the convener quota, which need to be filled through spot counseling.

అడ్డుకునేందుకు సర్కారు మరో అడుగు ముందుకేస్తోంది. అంతర్గత సైడింగ్ తర్వాత కన్వీనర్ కోటాలో మిగిలిపోయిన బీటెక్ సీట్లుకు స్పాట్ ప్రవేశాలను కూడా తాము చేపట్టేందుకు విద్యాశాఖ సిద్ధమైంది. తాజాగా ఉన్నతస్థాయి అధికారుల సమావేశంలో దీనిపై లోతుగా చర్చించిన అధికారులు ఇక ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆమోదం తీసుకోవడమే తరువాయి అని తెలుస్తోంది. ఈసారి అంతర్గత స్లైడింగ్ ను ప్రభుత్వమే చేపడుతూ పలు ఇంజినీరింగ్ కళాశాలల యాజమాన్యాల సీట్ల బ్లాక్ దందాకు చెకెపెట్టిన నేపథ్యంలో.. తాజాగా మరో చర్యకు దిగుతుండటం సీట్లను అమ్ముకునే కళాశాలల యాజమాన్యాలకు నోట్లో పచ్చి వెలక్కాయ పడినట్లేనని భావిస్తున్నారు.
ఇంతవరకు ఏమయ్యేదంటే..!
ప్రైవేట్ ఇంజినీరింగ్ కళాశాలల్లోని మొత్తం సీట్లలో 70 శాతం కన్వీనర్ కోటా, మిగిలిన 30 శాతం బీ కేటగిరీ సీట్లుగా పిలుస్తారు. కన్వీనర్ కోటా సీట్లను కౌన్సెలింగ్ ద్వారా భర్తీ చేస్తున్నారు. కాకపోతే మూడు విడతల కౌన్సెలింగ్ తర్వాత అంతర్గత స్లైడింగ్ నిర్వహిస్తారు. గత విద్యాసంవత్సరం వరకు ఆ ప్రక్రియను కూడా కళాశాలలే పూర్తిచేసేవి. దానివల్ల కొన్ని డిమాండ్ ఉన్న సీట్లను బ్లాక్ చేసి మరికొన్నింటిని విద్యార్థులకు అందుబాటులో ఉంచేవారు. తర్వాత నిర్వహించే స్పాట్ ప్రవేశాల సందర్భంగా ఆ సీట్లను రూ. లక్షలకు అమ్ముకునేవారు.
అయితే ఈసారి అంతర్గత స్లైడింగ్ను కూడా ప్రభుత్వమే చేపట్టిన సంగతి తెలిసిందే. దాంతో సీట్లను బ్లాక్ చేసే కళాశాలలకు చెక్ పెట్టారు. అంతేకాదు.. కన్వీనర్ కోటాలో మిగిలిపోయిన సీట్లకు స్పాట్ కౌన్సెలింగ్ కూడా తామే చేపట్టాలన్నది ప్రభుత్వ తాజా ఆలోచన. ఈ మేరకు ఇటీవల ఉన్నతస్థాయి అధికారులు సమావేశమై సాధ్యాసాధ్యాలపై చర్చించారు. జీవో 74 ప్రకారం స్పాట్ ప్రవేశాలను యాజమాన్యాలే చేసుకోవాలని ఉంది. అయినా కన్వీనర్ కోటా సీట్లకే కాబట్టి న్యాయపరంగా ఇబ్బందులు రావన్న నిర్ణయానికి విద్యాశాఖ కూడా వచ్చినట్లు సమాచారం.

అయితే ఎంబీబీఎస్ ప్రవేశాల మాదిరిగా ఇప్పటివరకు కౌన్సెలింగ్లో సీట్లు పొందనివారిని మాత్రమే స్పాట్ కౌన్సెలింగ్కు అనుమతించాలా? ఎప్సట్లో అర్హత సాధించిన వారికే అవకాశం ఇవ్వాలా? ఇంటర్లో కనీస మార్కులు పొందినా చాలా? తదితర అంశాలపై తుది నిర్ణయం తీసుకోవాల్సి ఉంది. ఇంటర్ మార్కులతో సీట్లు ఇస్తే వారికి ఫీజు రీయింబర్స్మెంట్ రాదని చెబుతున్నారు. ఆగస్టు 24న స్లైడింగ్లో పాల్గొన్న వారికి బ్రాంచీలు కేటాయిస్తారు.
వారు కొత్త బ్రాంచీల్లో 25వ తేదీ వరకు చేరడానికి గడువుంది. ఆ తర్వాత స్పాట్ ప్రవేశాలు చేయాల్సి ఉన్నందున సీఎంతో చర్చించి నిర్ణయం తీసుకోనున్నారు. మరో రెండు మూడు రోజుల్లో తుది నిర్ణయం వెలువడుతుందని విద్యాశాఖ వర్గాల సమాచారం. చివరి విడత కౌన్సెలింగ్ ముగిసిన తర్వాత కన్వీనర్ కోటా కింద 11,836 బీటెక్ సీట్లు మిగిలిపోయాయి. వాటిని స్పాట్ కౌన్సెలింగ్ ద్వారా భర్తీ చేయాల్సి ఉంటుంది.
